The South Park Board of Supervisors held their regular meeting on Feb. 13 at 7 p.m.
Prior to the meeting, the Township held two public hearings regarding a tentative planned residential development (PRD), located on Snowden Rd. The first was a conditional use hearing and the second hearing was scheduled so the Board could receive written or oral testimony, giving consideration to a PRD. The second hearing will be continued, prior to next month’s meeting on March 13 at 6:30 p.m., as per the request submitted by the developer.
The Supervisors also discussed the following topics:
Concerning the weight requirements on certain highways, the Board adopted Ordinance No. 681, which amends Chapter 133, Article II, Section 133.19, which includes the placement of weight restrictions on High St.
A nuisance hearing will be scheduled for March 13 at 6 p.m. for the purpose of determining if the structure located at 2501 Grove Road is to be declared a public Nuisance.
A second nuisance hearing will be scheduled on the same day as the previous hearing, but at 6:15 p.m., for the purpose of determining if the structure located at 1472 Berryman Ave. is a public nuisance.
Preliminary and final approval was given to the subdivision plan identified as the Hogya Minor Subdivision Plan No. 2, for the project taking place at 6607 Springvale Dr.
In regards to the 2017 Township-Wide Sanitary Sewer Rehabilitation – Point Repairs and Lining, the Township’s engineer provided a proposal for engineering services associated with the point repairs, not exceed $24,500. A second proposal was submitted with regard to the lining, also not to exceed $24,500. The bid opening for both projects will be held on March 7 at 11 a.m. and 11:15 a.m., respectively.
The action to ratify the proposal from Creative Enterprises Corporation for the project identified as Emergency Stormwater Repairs on 1240 Armstrong Dr. was approved, as was the action on the proposal made by Creative Enterprises for the emergency stormwater run-off repair on Royal Park Blvd.
The Board approved a street lighting agreement by and between the Township of South Park and West Penn Power, which defines the terms and conditions, for the existing street lights within the Township to be replaced with LED lights.
The proposal submitted by municipal police testing/personnel consultant William Gamble, dated February 7, was approved. The proposal for the testing is associated with hiring a new police officer.
Resolution No. 2-17, was approved, which authorizes the Township of South Park to participate in the 2018 Joint Bid process, for solid waste collection and disposal services, coordinated and administered by SHACHOG.
South Park Township is purchasing two new police vehicles under the auspices of the SHACHOG Purchasing Alliance. This first vehicle is a 2017 Marked Ford Interceptor Utility with warranty, in the amount of $28,476 and the second is a 2017 marked Ford Expedition SSV with warranty, in the amount of $34,315.
The Township authorized the attendance of Supervisors, David J. Buchewicz and Edward Snee, to the 2017 Spring Education Conference, which will be held at Seven Springs on April 6-9, at a cost of $1,011 each.
In closing, Ed Snee said that the Township is trying to build on their police department, as they are purchasing more police vehicles and hope to hire an additional police officer this year.
David Buchewicz also made a comment. He mentioned that South Park has increased their budget for road repairs and maintenance to $600,000 for 2017.
