Carroll Township Board of Supervisors held a public forum at the September 5 meeting to discuss the township’s participation in a Pollutant Reduction Plan (PRP) in cooperation with the Pennsylvania Department of Environmental Protection (DEP).

Municipalities are working with the DEP to develop the Pollutant Reduction Plans as required for storm water management.

Sarah Boyce, from Widmer Engineering, attended the meeting to provide information about the affected waterways in Carroll Township and the goals for pollution reduction of these streams.

According to Ms. Boyce, measurements of six township streams indicate issues that need to be improved. Three of the streams are impaired by mine drainage and three are affected by an excess of sediment.

The township must reduce the contaminants and sediment by 10% over the next five years. One solution indicated is the installation of vegetative channels to collect sediment, preventing the flow into the waterways.

Also at the meeting, Chief of Police Paul Brand discussed the implementation of a new Narcan Policy, effective September 5, which replaces the old policy dated June 7, 2016. The new policy, as Chief Brand explained, is a more comprehensive one that includes protective masks for officers responding to drug incidents and a requirement that two officers (or one officer and one paramedic) be present at drug-related incidents.

The updated policy was developed in response to prior incidents in which officers were exposed to heroine dust and is a protective policy for the responding officers.
