Carroll Township Board of Supervisors and Police Department are working to resolve a decades-long blighted property issue at a house located on Caroline Street, empowered by the Pennsylvania Neighborhood Blight Reclamation and Revitalization Act, the Board announced at the May 1 monthly meeting.
The Act, effective since 2011, enables municipalities to take legal action against owners of deteriorating properties. It specifically provides for action to be taken against owners whose property is in serious code violation or whose property is determined to be a public nuisance.
The township is currently pursuing a criminal investigation into the property, which has a long history of repeated code violations and has been a public nuisance to residents and a health issue due to its infestation of rodents, according to neighbors.
The property has been broken into recently, and a bulldozer has been sitting in the front yard untouched for six months, according to neighbors.
Residents also complained of code violations by other property owners in the same area of Route 837 in Carroll Township. The complaints include violations such as trash in yards, abandoned vehicles, leaking sewage in a rental property, and other violations.
The township is working on the enforcement of the code laws, and they anticipate resolution of many of the issues.
