At the March 3rd Carroll Twp. Board of Supervisors monthly meeting, Police Chief Paul Brand again reissued a warning to township residents that the illegal use of all-terrain vehicles will result in citations and other legal ramifications.

The problem of the misuse of these vehicles is not new to the township or to other communities with rural areas, and the dangers of careless use of the vehicles is evidenced in the reports of accidents throughout the region and country.

Chief Brand reported an accident involving an ATV and a truck that occurred on February 21 on Grant Road, near Route 837. The 16-year-old ATV driver was operating his father's ATV without permission on snow-covered roads when he collided with a pickup truck. The truck driver was able to slow enough to lessen the collision. The ATV driver was not wearing a helmet and was thrown from his vehicle.

Brand stated that the young man was fortunate to only suffer minor injuries, but he committed multiple violations, including operating a vehicle without insurance or license and careless driving.

Chairman Thomas Rapp reminds residents that if they see someone operating one of these vehicles illegally, "the best thing to do is call the police."

In open forum, resident Maya Patch again expressed her frustration with blighted properties, particularly the Caroline Ave. property neighboring her house, suggesting that "blighted properties should have taxes raised – not when you improve your property."

Zoning Officer Dennis Butler reported that the township is currently at the Magistrate pursuing owner compliance with property maintenance on the Caroline Ave. property adjacent to the Patch residence.

Any residents who wish to discuss issues of blighted properties are invited to attend a public meeting with Senator Camera Bartolotta that will be held at the Carroll Township Municipal Building on April 29 from 6 - 9 p.m.

In other business, the Board accepted the resignation of part-time Carroll Twp. Police Officer Anthony Concilla. Concilla has accepted a full-time position with the Canonsburg Police Department.

The next regular monthly meeting is scheduled for Tuesday, April 7 at 6 p.m. at the Carroll Twp. Municipal Meeting.
